The Ministry of Transport has just sent the official letter No. 11495 / BGTVT – KHĐT to the Ministry of Planning and Investment on the application of the policy of Technical Assistance Project to prepare the feasibility study report of Dai Ngai bridge construction investment project on the colonial highway 60 parts of Tra Vinh and Soc Trang provinces.
Accordingly, the Ministry of Transport proposed the Ministry of Planning and Investment to consider and support procedures to submit to the Prime Minister for approval the investment policy of the Technical Assistance Project to prepare a feasibility study report on a construction investment project. The main objective of the 24,632 billion VND technical assistance project using Japan’s non-refundable ODA is to carry out the investment preparation phase, including conducting geological survey drilling and surveying. survey the topography, collect necessary data, set up basic design documents … complete the Feasibility Study Report for Dai Ngai Bridge Construction Project.
In addition, the Technical Assistance Project also helps the Ministry of Transport to calculate the total investment of the first phase of the Project to determine the ODA loans of the Government of Japan and domestic reciprocal capital and calculate the other (determination of necessity, such as traffic bridges, calculation of economic and financial efficiency …) as a basis for domestic consultants to convert the content of the feasibility study report according to the construction investment regulations in country.
Previously, in October 2019, the Prime Minister signed Decision No. 1478 / QD – TTg approving the investment policy of Dai Ngai bridge construction investment project using ODA loans from the Government of Japan.
Specifically, the project has a length of 15.2 km, including the construction of Dai Ngai 1 bridge, Dai Ngai 2 bridge and access road (including some medium and small bridges on the route). The project has the starting point of intersection with Highway 54 in Tieu Can district, Tra Vinh province; the end point intersects with Nam Song Hau road, Long Phu district, Soc Trang province.
Total investment of Phase 1 of the Project is 8,040,669 billion VND, equivalent to 39,405 billion yen, of which ODA capital of the Government of Japan is 7,054.64 billion VND, equivalent to 34.573 billion Yen; Counterpart fund of the Government of Vietnam is 986,035 billion VND, equivalent to 4,832 billion yen.
Project preparation time is from 2018 to 2021; Project implementation period is 5 years from the date the Loan Agreement for the Project comes into force.
The Dai Ngai bridge construction project will contribute to the completion of National Highway 60, improve the transport capacity of the Mekong Delta region, create convenient traffic connections between the southern coastal provinces and With Ho Chi Minh City, shorten travel time, reduce transportation costs, expand trade and leave the monopoly of National Highway 1, especially shortening the distance of 80 km compared to the National Highway 1 exists when moving from Ca Mau, Soc Trang, Bac Lieu to Ho Chi Minh City.
